Passport for being on the water?

This was just distributed at work and I was wondering if they were going to enforce it for private boaters.

Count on it! But it should not be a real problem; by the time the scheduled enforcement takes place the fuel prices will be so high we won't be able to go outside the bay let alone to a foreign country! Islandia Fuel Dock Diesel $2.95/gal today :mad:
