Is it possible to register a boat out of state but store it in CA? I'm looking on line for information about this, but I thought I would ask you guys since the body of experience probably far exceeds what I can dig up on the internet with my fat fingers and a keyboard.

I should have stated that I'm also looking to avoid sales tax as well....

If you store it at home you would be OK, however every public storage yard and if you keep your boat in the water every marina generally has to report all the vehicles, boats, airplanes, etc to the County Tax Collector so they can get their piece of your money each year. And they talk with every other government agency so word would get around. You should be thinking about documentation to lower your valuation.
